The Netherlands’ Single Permit (GVVA), which allows non-EU people to live and work in the country, has undergone significant revisions in 2025.

These changes include increased income requirements, application costs, and speedier processing times.

The GVVA is still in effect for 2025, but candidates must comprehend the new rules. Non-EU nationals must now meet new eligibility requirements to apply, however companies can continue to sponsor workers under the permit.

These modifications also include a new list of eligible jobs and a streamlined application process.

Income requirements for GVVA applicants in 2025

In 2025, the GVVA applicants’ minimum income limits will increase. Highly skilled migrants over the age of 30 are now required to earn a minimum of €5,688 per month, while those under 30 must make €4,171, according to the DAAD Scholarship.

Recent graduates and those in their orientation year will require a salary of €2,989. The requirements for EU Blue Card holders remain unchanged, at €5,688, with a lower barrier of €4,551 for specific Blue Card categories.

Following these income adjustments, the processing fees for GVVA applications have increased. The GVVA application cost has been raised to €405, while payments for dependent spouses or partners have climbed to €243.

Children under the age of 18 will have to pay an application cost of €81. These increases reflect the increasing expenses of processing applications.

GVVA processing speeds and transparency enhancements

Details state that the processing time for GVVA applications ranges from 5 weeks to 90 days, depending on the employer and job category. This, as previously indicated, provides for faster decisions on employment and residency permits.

    Eligible occupations for the GVVA

In 2025, a range of occupational categories will still be eligible for GVVA sponsorship. Notable fields include:

    • Technology & Engineering
    • Healthcare
    • Education and Research
    • Hospitality and culinary art
    • Creative industries
    • Professional sports
    • Religious leadership.

Some in-demand vocations include software developers, nurses, university professors, Asian cuisine chefs, and professional athletes.

Eligibility requirements for the GVVA in 2025

To be eligible for the GVVA in 2025, applicants must complete specific requirements. These include:

    • Getting a job offer from a reputable Dutch firm.
    • Meet the revised salary thresholds.
    • Passing a labor market test to demonstrate that no eligible EU/EEA candidates are available.
    • Applicants must also possess a valid passport, health insurance, and a clear criminal record.

The Dutch employer is responsible for filing the application on the applicant’s behalf.

    Finding Jobs with GVVA Sponsorship

Job seekers interested in applying for the GVVA should explore for opportunities on some of these platforms, according to the DAAD. The EURES portal, LinkedIn, Glassdoor, and corporate websites such as Shell, Philips, Unilever, KLM, and ING are all good places to look for employers who offer GVVA sponsorship.

Recruitment companies, such as Randstad and Undutchables, also help foreign workers find these jobs.

Steps to Apply for the GVVA

The procedure of applying for a GVVA begins with:

    • A Dutch employer submits an application to the Immigration and Naturalization Service (IND).
    • The UWV (Employee Insurance Agency) then determines whether there are any qualified candidates from the EU/EEA for the vacancy.
    • If the application is approved, the IND issues the GVVA, and the applicant can obtain their residence card upon arrival in the Netherlands.
