As a way of instilling discipline in female staff of the Federal agency, the Sector Commander of the Federal Road Safety Corps in Rivers, Andrew Kumapayi, allegedly used scissors on the hair of some of the female staff of the agency, while carrying out a general inspection on staff of the FRSC headquarters in Port Harcourt.

He also inspected uniforms and finger nails, as well as the hairdo of FRSC personnel.  Kumapayi was on hand to ensure that the female officers, whose hair styles ran afoul of the requirements, got an on-the-spot haircut.
